The Central Iowa Code Consortium (CICC) announced on August 1, 2015 that code proposals will be accepted for all of the International Code Council’s construction and maintenance codes through September 30, 2015.  During the coming months seven code committees, made up of local government and industry representatives, will review the 2015 editions of the International Codes as well as local proposed changes to those codes.Screen Shot 07-28-15 at 11.01 AM

The CICC is a collaborative effort between all participating communities to review code changes, recommend changes to these codes, and produce a metro “model” code for all communities to consider through their local code adoption process.  This project does not propose to make recommendations on permit process, code administration, appeals processes, or specific local amendments deemed necessary by local code officials.  The goal is to publish a metro code that would promote uniformity and consistency between local communities.

Central Iowa communities with memos of understanding in place to participate in the CICC process include:  Altoona, Ankeny, Bondurant, Carlisle, Clive, Des Moines, Grimes, Johnston, Norwalk, Pleasant Hill, Polk City, Urbandale, Waukee, Windsor Heights, West Des Moines and Polk County.

Anyone can submit code proposal through the on-line submission form located here.

The City of Waukee, Iowa has appointed Lund Fire Protection of Norwalk, Iowa as the third party plan reviewer.  According to the official announcement from Cory Pergande, of the Waukee Fire Department, “starting September 24th, 2012 all new construction projects inolving a fire protection system (e.g. fire alarm, Type I hood extinguishing systems, fire pumps, sprinkler, standpipe and clean agent systems) submittals must be submitted to our third party reviewer.”

The announcement further indicates “questions about code interpretations should still be directed to Cory Pergande at the Waukee Fire department for consideration, our third-party reviewer only reviews plans to the extent of the applicable codes and standards and does not approve any alternative designs.  Submittal approval, disapproval, and the granting of permits to start work must still be obtained for the City of Waukee.”

Protex Central recently completed certification as an authorized Cooper Mass Notification Systems (MNS) Layered Solutions provider.

Full-scale  live demonstrations on the campus of Creighton University in Omaha, Nebraska and Protex’s offices in Urbandale, Iowa featured Cooper’s Mobile Speaker Array (MSA) unit.

While at Creighton the Mobile Speaker Array was connected to Cooper’s WAVES  Base Station via digital, Frequency Hopping Spread Spectrum (FHSS) technology @2.4GHz.  The distance between the Base Station and the MSA was approximately one-half mile.  The Urbandale demo included a set-up and live announcement demonstration test from the MSA’s on-board control station.

Both demonstrations featured crisp and clear voice instructions with little if any distortion or reverberation from surrounding buildings.

Cooper’s Mass Notification Systems Layered Solutions are flexible and modular for any number of applications including temporary events.  Outdoor speaker arrays are just one part of an overall mass notification system.  One good term that is used is “A system of systems.”  There are consideration for interior MNS as well as alerting via text messages, cell phones, e-mail and even satellite radio.

This entire area is just in its infancy.  It will be interesting to see the changing dynamics of people’s expectations as to how they want and expect to be notified of emergency and critical situations.
